I recently got a new Pavilion Tp01, and connected the 2311x I had had with my old HP. It is connected to the DVI port, same as it had been on the old machine. However, now every time the machine wakes up, it goes through 20 seconds or so of checking the monitor, recognizing it, and turning on. This never happened with the old machine.
The Graphics Card is a Radeon RX 550, not sure if that has anything to do with anything.

I failed rule #1 - Did you restart the machine? I did and it worked. I'll refer back to this if/when it happens again, thank you.

I understand that the Hp2311x Monitor Startup shows every time the computer wakes up.
Do not worry. I will try to fix the issue.
Have you tried with different monitor and checked?
I suggest you download and run the HP Support Assistant from this Link: https://www8.hp.com/us/en/campaigns/hpsupportassistant/hpsupport.html?jumpid=va_r602_us/en/any/psg/p...
HPSA will automatically search for all the latest drivers for your Notebook

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.
Also ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available.

No - I ran the updates (were only Bluetooth and wireless LAN updates) and Windows is fully up to date. Put the computer to sleep and it still shows the Monitor Status, DVI Active, but stays black through logging in n my (now main) monitor, an HP VH240a.

What is the exact model for your computer?
Meanwhile, I recommend you update the BIOS and the grpahics driver from the below link and check if it helps.

OK, it is now not showing any incoming DVI. The pwoer is on, it shows DVI is active, I can see the menu, but no DVI images. It is "on" in that I can drag windows to it and move the mouse to it, but I cannot get it to show anything.
I have:
- "reset it" (held down power 60 seconds while unplugged)
- checked for driver updates
- done a factory reset

I understand your concerns.
Please perform the below steps and check.
1. Type “msconfig.exe” in the search bar, then select System Configuration from the results list
2. Windows might ask you to confirm if you want to open the program or allow changes to be made to your computer
3. Click “Run”, “Continue”, or “Yes” to continue the installation
4. In the system configuration Windows, click the General tab
5. Click the box to select “Selective Startup”
6. Then click the box next to “Load startup items” to remove the checkmark
7. Click the “Services” tab
8. Click the “Hide all Microsoft services” checkbox, then click “Disable all”
9. Note: Do not disable any Microsoft services
10. Click “Apply”, then click “OK”
11. If prompted, click “Restart" or restart your computer from the Start menu
12. When Windows restarts, a System Configuration Utility message displays
13. Select the “Don’t show this message again” checkbox, then click “OK”
14. All background programs are disabled
