Yes, a GTX 960 4GB such as the GigaByte GTX XTREME Gaming 4GB GDDR5, which has a 120-watt TDP, is compatible with your HP EliteDesk 800 G2 TWR, like this HP EliteDesk 800 G2 TWR User shows, providing that you upgrade your power supply to the 400-watt power supply with part number: 796416-001 "400W power supply - 92% energy efficient 12V 5OUT".

Please Note: Since the aforementioned 400-watt power supply is only equipped with one 6-pin PCIe power cable, and the GTX 960 4GB likely requires one 8-pin PCIe and one 6-pin PCIe power cables, what you will have to do is to plug in the power supply's 6-pin PCIe power cable to a 6-pin PCIe to 8-pin PCIe power adapter cable like this one:
And in addition to this, you'll have to plug in a dual 15-pin SATA power to 6-pin PCIe power cable adapter like this one:
These power adapter cables are necessary to power this graphics card.
Somewhat complicated, but doable.
