Welcome back to the Forum.
Low profile Arc 380 specs at this Site reveal it is a 75 watt TDP card that will run on a 250 watt power supply. For some inexplicable reason this card requires one 8 pin PSU connection to run the card. I have no idea why a 75 watt card would need 150 watts from the power supply (PSU).
Does your PSU have this 8 pin connector?
You would have to remove the Arc 380 if you want to go back to dedicated graphics.
The Resizable Bar setting would probably be in the BIOS (F10) in a PCIe settings submenu if HP is providing this tweak.
I have no idea why you can't see Desktop Apps. Never had this problem in my many decades of computing (since 1992).

I am fuzzy on what is now happening.
So, you removed the Arc 380. Uninstalling Arc software would not cause a problem.
The PC should POST with video using integrated graphics. Window should run.
Windows Update should reinstall Intel graphics drivers.
What's happening?
