 I have all the requirements and my fps is still zero. I can also show my pc information

@boywithzerofps -- your computer has a large amount of "unused" RAM -- most of the 16 GBytes that is installed.  So, that "surplus" of RAM should give better performance, not "worse" performance.

Can you get your Internet Service Provider to either "reprovision" the modem (downloading a fresh copy of its software & its setttings), or to replace the modem, assuming that it is the "bottleneck" ?

On that "Performance" tab of the Windows "Task Manager, what values do you see for CPU & RAM & Disk & network, immediately after Chrome was closed?  What values do you see, about one minute later?

Minimum, does not mean that you will be able to play in good condition, but that the configuration may be just sufficient, to play, lower the video quality of the game to a minimum..
