I have a HP Elite SFF 800 G9 and want to use my new Quest 3s. The graphics card that I have is not compatible- Intel UHD Graphics 770. If i upgrade the graphics card do I need to upgrade anything else to get the VR system to work? It has a 13th Gen Intel(R) Core(TM) i7-13700 2.10 GHz with 2GB RAM, 64 bit operating system. And do you recommend any specific graphics card?

All right, you posed a very good question which took me longer than most Community forum questions to reply to.
I am approaching this from the perspective "If I had your SFF, what would I do."
So, here goes the (abbreviated) narrative/research:
Challenge #1:
Your HP Elite SFF 800 G9 Desktop PC most likely is fitted with a 260-watt power supply (please verify!) which is altogether not up to the task to power a graphics card anything near what you need to make a Meta Quest 3S work out.
Another challenge was to find you a suitably powerful enough low-profile card that would actually fit in your SFF case.
The specs suggested that there is a 400-watt power supply upgrade available. And indeed, the part number for this PSU is: N03175-001. Problem is that this power supply is not available: not via HP (see pic), and not via anywhere else either.
This is what the 400-watt power supply actually looks like -currently hiding in an undisclosed location:
Incidentally, I superimposed the main business end/connector of any non-ATX (proprietary) HP power supply, the "P2" power connector. Your PC needs this specific wires config, with the exception that your PC can do without the purple wire.
Not going into the why's.
I did locate a potentially better power supply for your SFF: a 550-watt power supply with part number: L75200-004 / L75200-001, which I believe should fit in your SFF. Only thing you need to do is to make sure that its dimensions: 16.5cm x 7.2cm x 9.5cm (LxWxH) is identical to your current power supply -please verify!

For added peace of mind, (and who doesn't need that these days) the Seller allows for: "30 days returns. Seller pays for return shipping."
Challenge #2:
Finding a suitable low-profile graphics card to make your Meta Quest 3S happy.

Again, dimensions matter: make sure that this card will fit in your SFF: 18.2cm x 4cm x 6.9cm (LxWxH) -especially the length (18.2cm).
[EDIT:] Even if the drives bay is in the way, you can quite easily modify (read: cut) a small section in order to make this card fit:
