How about trying to identify your PC again.
HP 3396 is not anything the HP website has heard of.
When you do not identify your desktop or laptop PC, you tie our hands behind our backs. Help us to help you.
When logged into Windows, hold down the Windows key and tap the R key once.
That will open the Windows run dialogue
Type in msinfo32 and press enter.
The ninth line is the SKU and the HP product number. Kindly post it in your next reply in your thread.
The System SKU/Product ID will enable us to determine the hardware configuration of your notebook.

the 8300 Elite minitower comes with a 320 watt power supply which lacks the "AUX" GPU power cable lead
as such any video card needs to get all power from the pci-e slot (70 watts or less)
and both the 2060/1660 TI cards require a AUX gpu power connector
you can however replace the HP custom power supply in the 8300 mini tower with a ATX compatible 550 watt (or larger) power supply and use a power adapter cable to convert the atx 24 pin power connector to the 8300's six pin power connector

also a fast video card should be matched to a fast cpu, these are now rather cheap used on ebay
