I inherited an un-opened HP VH240a 23.8-IInch Full HD 1080p IPS LED Monitor that was purchased in 2018 (i.e., the 1-yr warranty has expired). When I tried to assemble the monitor, I realized that the flat rectangular base for the monitor stand was not included in the parts. I've been trying to find a source from which I can purchase at least the flat base for the stand. I've seen what I'm looking for on ebay, but ebay has suspended my account (probably for lack of use since I haven't used it in years), and I don't know when or if I'll ever be able to have my account re-instated so that I can make a purchase. But nevermind ebay! I'm looking for another source from which I can purchase the complete monitor stand setup. The model # for the complete monitor stand setup is F37G8052012.

Welcome to our HP User Forum!
It appears that eBay is, at least at the moment, the only source for your HP monitor stand setup (p/n: F37G8052012). Perhaps you can have a friend or family member order this part for you, and reimburse them. This part can be purchased starting at $24 (+ free shipping), so it wouldn't break the bank: https://www.ebay.com/sch/i.html?_from=R40&_trksid=p2380057.m570.l1313&_nkw=F37G8052012&_sacat=0.
Hope this helps.
Kind Regards,
