Welcome to our HP community forum!
Please help me out here: an HP DoradoOC-AMP motherboard (SSID: 8703) with the Intel Z490 chipset as you specified, is a 10th gen Intel processor motherboard:
A comparative HP AMD processor motherboard compatible with an AMD Ryzen 5600G processor, would be the Hana motherboard (SSID: 8876).
This motherboard can be upgraded up to an AMD Ryzen 9 5900X, a 105-watt TDP processor:
It depends on what graphics card you got whether or not your 500-watt power supply can handle the additional 40+ watt power demand.

Well, a Ryzen 9 5900X -even with double the number of cores (12 vs. 6) compared with a Ryzen 5 5600G and paired with an RTX 3060, I would estimate that your gaming fps would only marginally increase, say 15%, give or take: UserBenchmark: AMD Ryzen 5 5600G vs 9 5900X.
However, the gaming bottleneck you may be experiencing is not necessarily a processor issue but is much more likely related to your somewhat aging graphics card.
If you were to upgrade your RTX 3060 with a small-sized (two fan) RTX 4060 Ti, for example (TDP: 160-watt), your gaming fps would drastically increase -I would guestimate close to 50%: UserBenchmark: Nvidia RTX 3060 vs 4060-Ti.
These graphics cards are priced pretty good right now, such as this purchase option via Amazon: Amazon.com: ASUS Dual GeForce RTX™ 4060 Ti OC Edition 8GB GDDR6 (PCIe 4.0, 8GB GDDR6, DLSS 3, HDMI 2....
Of course, if you were to upgrade both your graphics card and your processor, your gaming experience will be elevated to a whole new level. You can purchase a Ryzen 9 5900X around $219, which is not too bad either, such as via a trusted eBay Seller: AMD Ryzen 9 5900X Desktop Processor (4.8GHz, 12 Cores, Socket AM4) NEW OEM Tray 8592978286835 | eBay.
Hope this was helpful.

I’m just looking to upgrade my cpu would it be fine for me to upgrade it to a 5700G and if I were to upgrade my cpu and graphics card wouldn’t I need to buy a new power supply to keep up with the 4060ti and the 5900X

No, you would be fine with your 500-watt power supply.
Only if you were to upgrade your graphics card to a 200+ watt TDP card, would you have to upgrade your power supply.

Look, any processor upgrade would benefit your gaming experience. Make sure you got at least 2 x 8GB of RAM (preferably 2 x 16GB) and -as I am sure it is, that your primary (boot) drive is an M.2 NVMe SSD.
