Your HP ProDesk 600 G1 Small Form Factor/Tower (please specify), according to: https://support.hp.com/us-en/product/hp-prodesk-600-g1-small-form-factor-pc/5387447/document/c038466..., and: http://h10032.www1.hp.com/ctg/Manual/c04331099.pdf, can be fitted with up to 4 x 8GB of DDR3/DDR3L PC3-12800, Non-ECC, Unbuffered, UDIMM, Cl11, 240-pin RAM sticks, for a total of 32GB.
Your HP ProDesk 600 G1 should accept 4 x 8GB RAM sticks as specified above without any problems.
I need to know exactly what RAM sticks you have installed: brand and model.
Also, you can try out one RAM stick at a time and see if your PC will boot. This will identify if any individual RAM stick has issues. If that works out, try to boot up with two RAM sticks, and see if that works. Sometimes RAM troubleshooting can be time consuming.
