HP Pavilion All In One PC Touchsmart Premium, Model TS23 - F202IN, S/N: 3CR32210RB. The CPU Cooling fan stopped working. I need a replacement CPU Cooling Fan, ( SUNON MagLev : MFB0251V1-C000-S9A, DC=12 v, 9 W )

You "might" are in luck.  At 2:25 into this video there is a picture of the fan and your part number matches one on eBay   that looks exactly like the one in the picture.

 

IMHO, New: "open box" with some tiny scratches on it is chenglish for used.

 

 This seller   has 99 or more of them.  I have had a good experience with AliExpress but they are like eBay and have a lot of small stores.  I suspect they do not always deal with the Americas as I had to upload a picture of my credit card before they approved my registration.  However, they did not required a photo of myself holding my drivers license as I had to do to join a crypto currency exchange.  My experience with AliExpress had been good.  On eBay I managed to return a fake NVidia graphics board but was stuck with a CPU that was not the one I ordered as it was impossible to return to china.  The CPU only cost me $9 and the store is no longer on Ebay.  I would go with the eBay store unless you are in the EU or Asia where AliExpress does more business.
