The 9700f does not have built in graphics. You need to have a separate graphics card. If you do have a card then possibly a bios or some other problem
There seem to be 3 different bios as listed here but there are only two different SSID ROM families which is suspicious

I picked the first one and noticed there were some intel microcode updates which usually means support for different type of CPUs. Can you put the old CPU back in and see what your ROM version and SSID is?

Yip, you totally nailed it: see this "HP Pavilion Desktop 590-p0xxx" User who fitted an i7-9700F and paired it with a GTX 1070-Ti, likely powered by a 500-watt power supply (p/n: L05757-800).
