Welcome to the HP Forum.
You stuck at a blue screen every time you start the PC.
There is no certainty in life but I would tend to think you may be having a 2060 hardware or driver problem. Is the 2060 new or used?
The 2060 requires a 450 watt power supply. I didn't check your power supply. Do you have, at least, a 450 watt PSU?
You will have to go back to the 1660. EDIT: if you can't run Windows.
Check Event Viewer logs for critical errors, when the 2060 was installed, that might help to pinpoint the problem if Windows runs after installing the 1660. EDIT: You may not see anything of interest if you could never login to Windows when using the 2060.
It is usually a good idea to remove current graphics drivers before installing a new graphics card. However, Windows 11 is pretty good at managing drivers when installing new hardware and you are using Nvidia cards. Going from Nvidia to AMD might cause some problems if you don't clear the Nvidia drivers.
Is there anyway you could try the 2060 in a different PC to see if the error follows the card?
