Welcome to the HP Forum.
Your PC specs, at this Site, reflect your PC has a i7-9700 (65 watt TDP CPU). You might be able to do a i9-9900 65 watt TDP CPU but the outcome of trying this CPU is uncertain.
The i9-9900K (95 watt TDP CPU) would be the top CPU upgrade for your PC's MB and chipset.
However, it is not possible to check HP Support sites for guaranteed CPU upgrade options at this time. HP used to provide this information. But not so much anymore.
So, I don't know if your PC's BIOS can handle a i9-9900 or a i9-9900K??
Upgrading to a 9900K, if you could, would not make much of a difference if the 9700 is bottlenecking performance.

The OP's PC can handle the "K" processors such as the i7-9700K / i7-9700KF and the i9-9900K / i9-9900KF according to actual OMEN by HP Obelisk Desktop 875-0xxx Users: UserBenchmark: HP OMEN by HP Obelisk Desktop 875-0xxx Compatible Components.
Pricewise, I would suggest the i7-9700K / i7-9700KF. Shop around, right now, for example, you could purchase an i7-9700K for less than $120: i7-9700K | eBay.

And by the way, speaking of bottlenecking, does the OP have sufficient RAM installed? I would strongly recommend 2 x 16GB of RAM, such as this quality/affordable (54$) 2 x 16GB Crucial Pro RAM kit: Crucial Pro RAM 32GB Kit (2x16GB) DDR4 3200MHz (or 3000MHz or 2666MHz) Desktop Memory CP2K16G4DFRA32....
