You can always buy a different PC based on your needs.  Changing the case of your HP ProDesk 400 G7 Microtower PC is going to be challenging because HP uses its own proprietary motherboard dimensions which makes it unsuitable to move it to an aftermarket gaming PC case.

In any regards, you could choose to upgrade your power supply to a 350-watt unit, the best available for your PC, with p/n: M09032-001 "SKO-PSU 350W ENT20 EPA92 +12V".

You can purchase one of these power supplies online, such as via this AliExpress Seller: https://www.aliexpress.us/item/3256806478027053.html?spm=a2g0o.productlist.main.1.16b6pylzpylzpd&alg....

With this 350-watt power supply, you can power one of these smaller-sized (dual fan) graphics cards:

1.) https://www.techpowerup.com/gpu-specs/asus-dual-rtx-3050-oc.b9352

2.) https://www.techpowerup.com/gpu-specs/asus-dual-gtx-1660-ti-evo-oc.b7312

3.) https://www.techpowerup.com/gpu-specs/asus-dual-gtx-1660-super-evo-oc.b7410

You'll also need to buy a dual 15-pin SATA to 8-pin PCIe power adapter cable in order to power any of the aforementioned cards, which looks like this:

And there you have it, you'll have reached the best you can do graphics-wise with your PC.
