graphics card power consumption : around 53W

and it requires a PCIe 4.0

That board has been tested in a PCIe 3 x16 slot and it works fine although at a lower speed

HP recommends the R7-450 which is a 65 watt card.  The 6400 is only a 53 watt so should be no problem.  This assumes you have not loaded up your system with a lot of disk drives that end up exceeding the 250 watt limit.

 

The board should work fine and is better than the 450
