Hi,

INTEL CORE i5-4570 is part of the 4th generation lineup.

Even if you change the processor, you will never be able (officially) to install Windows 11. Microsoft only allows its installation from the 8th generation INTEL.

But you can always try to install Windows 11 (actually 24H2) using for example the RUFUS program, which allows you to bypass the restrictions imposed by Microsoft (processor, presence of TPM 2.0, UEFI, minimum memory, ...), but not for the non-presence of the full SSE4.2 instruction set for the processor. With Google you can easily find the procedure to follow I think. Of course there are potential stability risks, but for a non-professional computer you can give it a try. Personally I have done this successfully on my old 2011 HP Pavilion p6740fr (Intel Core i7-880), as well as on my 2013 HP Workstation Z420 v2 (Intel Xeon E5-2673 v2).

With Microsoft Windows 11 24H2 (and after), the important thing the processor must have is the complete SSE4.2 instruction set for both INTEL and AMD processors (and not just the single POPCNT instruction and also not just SSE4a set for AMD processors), otherwise the computer will not boot ! You can check this with for example the CPU-Z utility. Your processor Intel Core i5-4570 does have complete SSE4.2 instruction set.
