The PC does not meet Microsoft's minimum hardware requirements for W11, and no W10 or W11 drivers exist for it.

Download the W23H2 ISO file and use that (3rd option).   

 

Download Windows 11 (microsoft.com)

 

24H2 isn't out yet and if you don't have a W11 PC, you can't get the new version yet.
