HP Slimline Desktop - 290-p0000ur, can I install a GeForce RTX 3060 ASUS RTX3060 graphics card in it?

That would be a no. 

 

It is not a viable upgrade because of the physical size of the video card, the PCIe connector(s) required from the PSU and power requirements of the  video card.
