Hello
Unable to find any video and/or article on how to insert a DVD Burner into the HP Tower.
Remove the cover, remove the front plate, remove the carriage that would hold a slim
optical drive and a large DVD burner for insertion into the drive bay. In the photo is the difficult.
The a metal plate that prevents the drive from being exposed for future use.
Usually when one encounters a guard plate there are screws to remove the plate.
Because I do not want to make a mistake this posting.
Is this obstacle to be removed by plyer and screwdriver?

yes that plate was/is designed to be removable, however removing the plate is pointless unless you have the necessary cage/mounting points behind the plate (do you?)
many systems no longer ship with the 5.25 mounting cage even though the case front may still have a 5.25 cutout and the case frame a 5.25 removable plate unless you order a 5.25 device that fits the opening when ordering the system new

@parvardigar1 -- as @DGroves wrote, that plate was designed to be easily removable, and then discarded.
In your images, below each of the two "top" red-arrows, there are black lines -- a "gap" between two pieces of metal. Notice that the two lines do not connect, leaving just a small "point". Use your fingers, and maybe pliers to vertically twist that plate, back-and-forth, plus-45-to-minus-45 degrees, until that point physically breaks. Then, with a little force, you could break the bottom of the plate away from the computer's case. Done.
