I have a Radeon RX6600 I am trying to install into an Envy, but I cannot find where to get power to the card from. I know the power supply is only 310W, but the PCI slot should be able to deliver 75W and the card only needs 130W. Eventually, I will need to upgrade the power supply, but maybe I can squeak by for a little while before doing that. The RX6600 has an 8 pin. Any suggestions where to get power from? Maybe a SATA adapter?

Yes, a dual-SATA to 8-pin power cable exactly as referenced/illustrated in my previous message.
Your MOBO has a SATA power cable aka "4-Pin To Dual SATA Adapter Connector Cable" plugged in like this one:
The idea was to connect a "SATA Power 15-pin Male to Dual 15-pin Female Y-Splitter Cable Adapter" to an open 15-pin SATA power cable, so that you have two 15-pin SATA power connectors to plug into the dual-SATA to 8-pin power cable in order to power your graphics card.
If the event that you don't have any open 15-pin SATA power cables, get one of these adapter cables: https://www.amazon.com/StarTech-com-Power-Splitter-Adapter-PYO4SATA/dp/B0086OGN9E/ref=sr_1_3?crid=33....

Disclaimer: it is not advisable to use a SATA adapter to power a graphics card. Also, HP does not approve, endorse or recommend it either.
However, it is correct that an RX 6600 requires a 300 watt minimum power supply as per: https://www.techpowerup.com/gpu-specs/radeon-rx-6600.c3696, therefore your PSU should be capable to power your GPU.
So, given your catchy Username, I would use a 6-inch double SATA Power to 8-Pin PCI Express Video Card Power Cable Adapter such as this one:
If you don't have two SATA power connectors available, you should get a SATA splitter like this example: Amazon.com: ANRANK High Speed SATA Power 15-pin Male to Dual 15-pin Female Y-Splitter Cable Adapter ....
