I tried to upgrade my graphics card and install gigabyte rtx 3090 ti into my hp z8 but the case cover wont close ..can anyone tell me how to solve this issue?

Welcome back.
I am guessing you can't install the case side panel because the graphics card is wider than the case. I don't believe (IMHO) the 3090 Ti is a good choice for your PC.
I don't know how you can solve a graphics card width problem unless you can find a SFF 3090 Ti which will work with the case.
I did an internet search and could not find a vendor offering a SFF 3090 Ti that might work with your PC.
What graphics card width can your case handle, I don't know your PC's case dimensions? I just got a 4070 Super having a width of 5.27 inches, the reference Nvidia 3090 Ti width is 5.5 inches .
The 4070 Super has better performance specs and demands less power compared to a 3090. The 3090 Ti is better than a 4070 Super, but not by much. Check this Site for a comparison.
4070 and 4070 Super cards are available in dual fan configs at about 10 inches in length. But these cards occupy about 2.5 slots.
