During the research for the request, I came across this
Recommended Power Supply 400 watts
On the spec page for that PC it states: Internal 310 W PSU - 310 W SFF (Gold) Full range 115V/230V
Changing out the power supply will solve both of those problems. Be cautious, however, as that model PC is a very small case and the sizes will be a concern. Due research to verify that whatever is purchased will fit. I also noticed that there is no normal 20/24 pin connection to the motherboard, which means this is a proprietary power supply, IE: not normal /common.

There is one 400 watt SFF HP PSU that should fit in your PC, part number L04618-800.
