I want to upgrade my cpu to 13th gen but not sure if I can. Some say it has to stay in 12th gen chipset but yet it’s the same lga1700 chipset that is used across all 12th and 13th gen Intel chips.

That is very likely to not be physically possible.
Each generation processor has a different number of pins and as such will not fit in the socket of its predecessor.
Some of the PCs in your desktop's generic model range have the BlizzardOC motherboard and some have the Blizzard motherboard. The BlizzardOC motherboard has a different socket, LGA 1200, which does not support the same processors as the Blizzard motherboard's LGA 1700 socket.
It would help if you identified your desktop PC beyond using the generic model product name.
When logged into Windows, hold down the Windows key and tap the R key once.
That will open the Windows run dialogue
Type in msinfo32 and press enter.
The ninth line is the SKU and the HP product number. Kindly post it in your next reply in your thread.
The System SKU/Product ID will enable us to determine the hardware configuration of your notebook.

To find out what is compatible, I usually extract the BIOS ROM file to see what the release information says. Sometimes it will give information on new processor added to the compatibility list.
Here is the specification information on the Blizzard mobo.
The best it states is the Intel Core i9-12900F
The only caution I can give about the BestBuy comments is that there are rarely any references for their claims, which in my mind equates to purchase risk.

I just right click and choose the extract to folder option. I tried it on this one and there is no info file present.
You can read the description for each of the available BIOS software packages.
I read them and do not see any additional processors added.
The processor list that is in the Blizzard motherboard document I provided in my previous post shows all of the processors that are published as being compatible.

Thank you for all the help. At this point it looks like a motherboard upgrade would also be needed if I want to go towards 13th gen. as well as most likely a cpu cooling fan since I’m sure that’s going to be different. The case appears to be able to handle either a micro atx and a standard atx since I see other mounting points so I’m sure I’m not limited to what I look for. Thanks again.

hmmmm....this HP 40L does appear to support the 13th gen cpu's up to the Intel® Core™ i9-13900 which is a 13th gen cpu
alder lake is the 12th gen and the 13th gen is called Raptor Lake-S

Thanks for your input. I’m still not sure what route to go. Having i5 12400f I’m reaching its limits. I know 12th and 13th both use LGA1700 sockets so I’m lost as to why theres mixed opinions on what works. And I don’t want to spend the money for i9 12900f if I could just go the 13th gen to have a more future proof system without changing motherboards.

just because a motherboard chipset supports a cpu model line is not a guarantee that the motherboard will work with it as the motherboard "BIOS" must also have the necessary support and i'm aware of several HP systems that do not have bios support for newer cpu's even though the chipset has support
also, the HP 40L gamming line of systems is available in numerous configuration sub models which "may" use a different motherboard so make sure to use the full model number when looking for what the motherboard will support and which power supplies are available for it
