HP ENVY Phoenix Desktop - 850-065se CTO
Microsoft Windows 10 (64-bit)

On a clean install of Win 10, I downloaded the drivers from HP support page but under DeviceManager\Systemdevices the Intel(R) Management Engine Interface reports "This device cannot start (Code10)" and "Device PCI\VEN_8086&DEV_8D3A&SUBSYS_2B3A103C&REV_05\3&11583659&0&B0 requires further installation." while none of the USB3 ports are working. Numerous attempts to reinstall/uninstall/delete-device/etc have been unsuccessful, as well as all the Youtube video suggestions. IntelMElog shows "... Could not find ME device, FW Connection Timed out with error 0xB7, Error detecting SKU, Defaulting to MEI only..."  This is curious because Device Manager shows the issue resolved during the driver install, but afterwards the issue returns.

Any suggestions would be greatly appreciated!

That is great news.

The missing device...Microsoft update doesn't automatically install the W10 Intel Bluetooth driver and HP and Intel don't have any W10 Bluetooth drivers for the Intel 7260/3160 Wi-Fi adapter anymore.

I have shared a link to my Skydrive folder which has the last Wi-Fi and Bluetooth drivers Intel released for the Intel 3160/7260 Bluetooth driver.

Download, unzip and run the Bluetooth driver in the Intel 7260AC WiFi & Bluetooth Drivers.zip file.

See if this version of the IMEI driver works.  It is considerably newer than the one on your PC's support page and has driver support for the hardware ID you posted:

Thank you for your swift reply. Regrettably, the updated driver did not resolve the issue. 😞

I watched Device Manager while the new driver was being installed. Initially it appeared resolve the problem (Yellow Bang) disappeared) but after a short delay (~15 seconds) the Yellow Bang reappears and the Device Status reverts to "This device cannot start. (Code 10), STATUS_DEVICE_POWER_FAILURE".  Moreover, when I run SP 71455 (Intel USB 3.0 xHCI Host Controller Driver for Haswell-E X99) then I get an error message "This computer does not meet the minimum requirements for installing the software." I was assuming the USB3 driver was complaining about the Management Engine Interface not being loaded, but perhaps I was wrong and there is something else going on here.

This all started two weeks ago when I installed the new Norton Driver Updater. The system was Win7 and it ran fine but the drivers had never been updated since it shipped from the factory. Of course, one of the new drivers did not install correctly and after the reboot I saw the BSOD, STOP: 0x0000007E, iusb3xhc.sys. I was able to boot the system is SAFE mode, and I used Device Manager to roll back the iusbxhc.sys driver. This allowed me to boot in NORMAL mode but none of the USB3 ports functioned. Also the Intel Management Engine Interface reported "This device cannot start. (Code 10) " and rolling back the driver had no effect. Norton tech support had no insights either. Finally, I bit the bullet and decided to install Win 10, clean install on a new SSD. I loaded the Nvidia driver followed by the relevant drivers from the HP driver support page. You can imagine my despair when I saw that the MEI issue had followed me to the new OS! While the tale is sordid, I keep remembering that the hardware all worked fine with the original drivers that shipped on the system when it was built. All that has changed is the drivers, and now the OS. When I purchased this system, Win 10 was an option, so there must also be a set of drivers that will operate correctly. Somehow STATUS_DEVICE_POWER_FAILURE and "This computer does not meet the minimum requirements" must be related. I am reminded of the old saying "If it ain't broke, don't fix it!"

Any thoughts? At this stage I am desperate!!!

You're very welcome.

Sorry the newer IMEI driver didn't work.

Unfortunately, I don't know what the problem could be.

The USB 3 driver is only for W7.

W10 has the USB3 drivers included with the operating system.

The only suggestion I can offer would be to try clean installing W10 again and see if it works the second time around.

Use the IMEI driver I posted because all I see on your PC's support page are drivers for Windows 7 & Windows 8.1.

Uff Da! (That's Norwegian for oy vey) I'm running out of virgin SSD's. Nothing to loose. Will advise...

No joy in Mudville. I did a clean install Win 10 on a new ssd, installed the graphics driver, then the IMEI, then the Intel chipset driver so I could see devices in DevMgr. Same results.

Could it be I am loading Win7 drivers on a Win10 system? My system is an 850-065se, and OS choices for that model are only Win7 and Win8. But my system is Win 10 now (or will be shortly). What would be the model number of my system if it had shipped with Win10? I should be installing those drivers instead, no?

Sorry, that didn't work either.

I don't see any W10 drivers on your PC's support page either, but perhaps you can try the W10 drivers from the HP ENVY Phoenix 850-100 Desktop PC series which seem to support the same Intel X99 chipset your PC has.

Do not use any of the BIOS or firmware files.

The product specs for your PC indicate that it has the X99 chipset so use that chipset driver from the above support page.

I am starting that process now. Thank you for spending so much time with me. 😊

It seems to me that there must be a list (or a script even!) of all the drivers that got installed on a new 850-1xx system when it was born, like a Bill of Materials for software. If I contacted HP tech support (paid incident of course, the support on the system expired a while ago) do you think they could/would provide that list? Or would they just refer me to the driver support page and bid me go figure it out? I am not sure what this list/script/whatever is called? Any thoughts?

I am now sadly lamenting the decision to order this system with Win7 instead of Win10, a choice strongly influenced be my wife's reluctance to embrace new tech. 😫

You will have to do your best to pick the drivers from the support page I posted, because I couldn't find any newer models with the same chipset as yours.

MAJOR SUCCESS!!!  😀

Clean Install of Win 10, installed Nvdia graphics driver, then the Intel Chipset Driver for X99 ... (sp72201), and suddenly all the DevMgr System devices identified correctly. BINGO!

Now I have one hold out: DevMgr/Other Devices/Unknown device/Location: Port_#0001.Hub_#0003/no compatible drivers for this device/"USB\VID_8087&PID_07DC\5&3525CCBA&0&1"/ Device ~ requires further installation.

DevMge/Update driver/Search/ came up with nothing so I looked thru the forum and found one of your answers from 2021 referring to a download from https://downloadcenter.intel.com/download/27391/... but running it generated a message "This software package cannot be installed on your system."  Do you have any insight regarding the identity of this device and/or it's driver requirements?
