Your HP Pavilion Desktop - TP01-1023w (9EE42AA) according to: https://support.hp.com/us-en/product/hp-pavilion-desktop-pc-tp01-1000i/32480782/model/35801271/docum..., is fitted with the Baker motherboard (SSID: 8767) and a 180-watt power supply.
In order for you to use any decent graphics card in this underpowered desktop, you'll have to upgrade its power supply.
And there is at least one option -according to: https://h30434.www3.hp.com/t5/Desktop-Knowledge-Base/Power-Supply-Cross-Reference-for-specific-model..., this spreadsheet lists a 400-watt power supply (HP p/n: L69242-800) which has one 6+2-PCIe power cable and is compatible with your desktop to power an HP-branded GTX 1660 Ti or Super.

It depends, of course, what you want to do with your desktop.
My previous response shows you what you can do in order to play modern PC games with decent graphics performance.
If your expectations are more modest, please realize that 180-watt PSUs aren't really made/intended for dedicated/discrete GPUs. More like to support basic standard office applications. If you want to stick with the original power supply, the best you can do is something like the GT 1030 2GB, which you can find decently priced on eBay: https://www.ebay.com/sch/i.html?_from=R40&_nkw=GT+1030&_sacat=0&LH_TitleDesc=0&LH_BIN=1&LH_ItemCondi....
But be forewarned: graphics performance beyond basic/older games, watching Netflix and surfing the Internet, is going to disappoint with a GT 1030. To illustrate this, take a look at the comparison between a GT 1030 and a GTX 1660 Ti: UserBenchmark: Nvidia GT 1030 vs GTX 1660-Ti.

Are there any GPUs that could be compatible with my pc that are high price high reward or medium price medium reward? I want to try and play games like Valorant at least to 144 fps or call of duty warzone at least to 60fps. Anything able to do this or is it just a lost cause and get a new pc?

Without changing the power supply in your HP Pavilion Desktop - TP01-1023w with the 400-watt model I described and fitting an HP GTX 1660 Ti (eBay purchase example: HP L34258-001 NVIDIA Geforce GTX 1660Ti 6GB GDDR6 PCI-E 3.0 X16 Graphic Card | eBay), you are not going to get Valorant running at 144 fps or Call of Duty Warzone at 60+ fps by a long shot.
Right now, if you hypothetically were to go ahead with these upgrades, and if you live in the US, this option would cost you $139 for the 400-watt power supply + $144 for the GTX 1660 Ti = $283 (excluding tax).
That is not too bad at all, considering you would spend a lot more for a new PC -but this would be the very max you could get out of your Pavilion.
On the other hand, if you have the funds to consider an OMEN 30L gaming desktop, say fitted with at least an RTX 2060 8GB, that would definitely meet and exceed your gaming expectations!
