Is it possible to remove the fan and leave the heatsink in the HP ProDesk 600 G4 SFF?

Yes, you can -you can reach the 4 screws that secure the CPU cooling fan on the CPU heatsink with a screwdriver, leaving the heatsink secured to the motherboard:
I imagine you're asking this to replace the CPU cooling fan, because this fan must be installed not only because otherwise the heatsink will not be able to adequately cool the CPU, but also because when you remove the fan's 4-pin PWN power connector from your motherboard, your PC will spit out a start-up error.

yes, the CPU fan (and case fans) can be replaced simply remove the existing one note the fan model number on the fan's label and do a google search for that number
HP does not usually sell the cpu cooler fans separately
you sometimes must remove the cpu heatsink in order to remove the cpu coolers fan as these systems came with several different coolers depending on the cpu that was used
if you have the base model cooler you can remove the existing fan by removing the 4 screws from the black fan and then unclip the fan's power line from the motherboard
see the attached picture, the silver screw/spring is the cooler mounting screw and next to it (on the right) is the fan mounting screw
