Short answer: yes, an RTX 3090 is compatible with the HP Z620 Workstation as seen here: https://www.userbenchmark.com/System/HP-Z620-Workstation/3869.
According to: https://www.dectrader.com/docs/set06/492798/c04111527-ver44.html, your HP Z620 Workstation is equipped with an 800 watt power supply, which should be sufficient, but from what I read online is on the minimum side of what is recommended. Most RTX 3090's require two 8-pin PCIe power connectors, make sure your PSU has them.
