I'm a beginner PC builder, but can't find the issue with this one.
Here's the parts list:
- HP ipm87
- Intel 4770
- GTX 1050 ti
- HP 460 watt power supply
- 12gb ram (1x8gb + 1x4gb)
It attempts to boot, but just never does. Not sure if something isn't compatible, but most parts are from an old HP prebuild.
Not sure which model as I bought the spare parts off of facebook marketplace. Any suggestions?

I am guessing you have this model, please verify
The 732239-601 is used in the HP PAVILION CTO 500-210QE
The latest bios is 80.21 dated Oct 2, 2015
Power your motherboard up using the build in graphics and verify your BIOS SSID is 2AF7
If you have 2AF7 and an older bios then try the new one
- GeForce GT 625 (1 GB)
- Radeon HD 8470 (1 GB)
- Radeon R7 240 (2 GB)
Those are all low power boards. The 1050ti requires 75 watts. The entire 75 must come through the PCIe-x16 socket**. It It is possible your motherboard cannot supply that much power through the PCIe socket.
**Does your gtx-1050ti have a 6 pin socket for power? Those boards do not need all 75 watts from the motherboard as they pull directly from the power supply

Hey, thank you for the info !!
Just checked, I have the 732240 - 601 model.
I removed the graphics card and attempted to launch with built in graphics and it still attempts to boot and fails.
Any further info you think might help ?? I appreciate your time, seriously.

Do you hear any beep codes from the motherboard speaker?
Remove both sticks of memory and put one of them in the slot further from the CPU
remove hard drive and only have keyboard connected
Make sure the 4 blue jumpers are in the positions shown below
I assume you got the front panel wired correctly
I corrected the link I posted earlier about the firmware.
Your CPU should be named exactly "i7-4770"
You should hear a beep from the speaker and the LED lights on the keyboard should flash. If the mouse uses visible light it should also flash.
Look at the motherboard for any swollen capacitors.

All capacitors look to be in check. All straight standing and not swollen.
I removed the hard drive and tried each ram stick individually in the slot further from CPU.
The 4 jumpers look to be correctly in place. The front panel is correctly wired as well.
With only a keyboard connected it still attempts to boot but just never does
Here's a video of the attempt.
It might be worth noting that sometimes it tries to boot quietly like in the video, and other times it sounds like it overclocks and goes max speed and very loud. Both ending moments after starting.
Also, my mistake about the CPU, I did mean to put i7-4770.

The memory should be 2Rx8 for 4gb or 8gb I suspect single rank will not work

If the memory is the correct type then check the CPU socket for damage such as bent pin or heat sink compound.
The CPU should get noticeably warm with no fan. If you hold your fingers down on it you should feel it get work within 5-6 seconds of turning the power on.
If there are no beep coming out of the speak and all the components look ok then something defective.
