Hi, Since short I have a problem about high usage of GPU and CPU I can't play low spec games without lag and stutter. I upgraded my windows to the latest windows 10 21H2 and upgraded every driver I have.
After multiple updates it still the same and I hope it can getting fixed and the question is, What is the problem and what will be great for sollution?
Specs:
GPU: Intel i3-4170 3.70GHz
CPU: Intel HD 4400 2GB
GB RAM: 4GB DDR3
Version: Windows 10 home 21H2
System type: 64-bit operating system, x64-based processor
Before the questions comes in:
Yes I did everything like power performance and intel hd menu and set to ultimate performance.

On first glance I'm not surprised you're seeing lag & stutter in your games.
The integrated graphics (HD 4400) of your i3-4170 was not meant for gaming. Maybe you can run pre-2013 games on a good day, but it will fail when it comes to newer games. It is just too weak.
You want some semblance of decent gaming experience on this desktop?
Then I have a couple of suggestions for you.
1.) Get 2 x 8 GB DDR3 PC3 12800 (1600 MHz) UDIMM (240-pin) RAM sticks, such as this option: Samsung Original 16GB, (2 x 8GB) 240-pin DIMM, DDR3 PC3-12800, Desktop Memory Module at Amazon.com.
2.) Switch out (clone) your HDD for an SSD if you haven't done so already.
3.) Purchase the best graphics card your 180 watt stock power supply can handle: the GT 1030 LP 2GB, like this one: Gigabyte GeForce GT 1030 GV-N1030D5-2GL Low Profile 2G Computer Graphics Card : Electronics (amazon....: this card has a very low power consumption at 30 watt max. Your stock PSU can handle this OK.
4a.) [OPTIONAL] Purchase a more powerful (350 watt) compatible power supply, such as this one: NEW 350W HP Pavilion Slimline 270-p043w 410-135na Power Supply Replacement S52p | eBay
4b.) [OPTIONAL] Paired with the aforementioned 350 watt power supply, purchase one of the best low profile/low power graphics card powered through your PCIe X16 slot, such as this one: MSI NVIDIA GeForce GTX 1650 4GT LP 4GB GDDR5 HDMI/DL-DVI-D PCI-Express Video Card : Electronics (ama.... (If you go this route, you would have to research if this card will physically fit width-wise in your case.)
Now you can play your low spec games not just without lag & stutter, but smoothly and fast.
