Here are the system requirements for Lightroom:

 

System Requirements For Adobe Photoshop Lightroom Classic CC 2018

Operating System: Windows 7/8/8.1/10.
Memory (RAM): 4 GB of RAM required.
Hard Disk Space: 1.5 GB of free space required.
Processor: Intel Multi-core processor or later.

 

I suggest that you contact the developer's Customer Support for help with your problem.  They are the experts on their products.  They should be able to help you with the install process.
