I have an HP wireless keyboard and mouse combo. I lost the original USB wireless receiver (dongle), so neither the keyboard nor the mouse can connect to my computer. I would like to know if I can purchase a replacement USB receiver and pair it with my existing keyboard and mouse, or if I need to buy a new combo. If a replacement is available, please let me know where I can purchase it and how to pair it

You almost certainly cannot reuse or re‑pair a new USB receiver with your existing HP wireless keyboard/mouse combo, so in practice you’ll need to replace the whole set. The problem is that the wireless keyboard/mouse combination is bonded by a radio transmission key and frequency to its dongle from the factory.

So, you will need to replace the mouse/keyboard combination. The new combination set will have a dongle that is part of the set.
