Does HP offer a memory upgrade from 8GB to 16 or 32GB for this computer? I cannot seem to find any part online.

Please check: according to your desktop's specs, your "Tobacco" motherboard -see link as quoted by @banhien, only has one (1) RAM slot ("One DDR4 SODIMM (260-pin) socket"), as confirmed here, for example: Slim S01-aF0134z Memory Upgrade - HP S01-aF0134z Slim Computer Memory (memorystock.com).
Thus, if confirmed, change your 8 GB RAM stick with a single 16 GB RAM DDR4 260-pin SODIMM unbuffered PC4-19200 (DDR4 2400 MHz) stick, such as this one: TEAMGROUP Elite DDR4 16GB Single 2400MHz (PC4-19200) CL16 Unbuffered Non-ECC 1.2V SODIMM 260-Pin Lap....

Please clarify your recommendation with this additional information.
1. I purchased a PNY 16GB DDR4 DRAM 3200 MHZ, CL22. When I installed it my computer actually slowed down and the CPU continually hit 100%. I was unable to do my normal work without delays and was knocked off Zoom calls.
2. I called HP and they said this unit cannot be upgraded.
Please let me know if the ram you recommended would not have these same effects. It does not make any sense that the ram cannot be upgraded. It is not sodered in place so I am hoping it can be.

You are quite welcome.
The problem I see right off the bat is that the PNY RAM you purchased is clocked at 3200 MHz, well above the max RAM speed enabled on your motherboard. Now, generally, that shouldn't be an issue. The PNY RAM should simply clock down to the max speed supported on your motherboard, which is 2400 MHz. However, from personal experience, speed incompatible RAM could cause issues such as the ones you described.
Therefore, you should return your PNY 3200 MHz RAM if you can, and try out a 16GB 2400 MHz RAM stick such as the one I mentioned. HP is wrong, by the way. As per your motherboard's specs, your motherboard/PC can handle a 16 GB RAM stick.
[EDIT:] -Please provide the exact p/n and make of the 8GB RAM stick that was installed originally.

The plot thickens! Very interesting indeed. The Samsung 8GB RAM stick that worked for you is rated at 3200 MHz, and must have cycled down to work at 2400 MHz or 2133 MHz without any issues. It would be most helpful to know at what speed it ran -runs.
To that end, if you could reinstall the 8GB RAM Samsung stick and run a freeware program called "Speccy" (a very useful performance-measuring software utility anyway), you can get the free version here: https://www.ccleaner.com/speccy/download and provide the actual "@" RAM speed in MHz as well as the CAS latency -such as 19-19-19-43 as shown in the picture attached below.
Now to get back to Samsung RAM. To provide some context here, I have been working on a number of legacy HP desktop Upgrade projects, and it so happened that only a limited number of RAM sticks can achieve to run at max RAM speed (2400 MHz) on an HP EliteDesk 800 G3 SFF (Small Form Factor) -Samsung being the best option based on personal previous experiences with RAM. On a number of occasions, Samsung RAM performed (much) better than other -even upscale so-called "gaming" RAM. Figure that. No changes at all my friend: your original 8GB Samsung RAM is running at 2400 MHz (you need to double the 1197 value) which is excellent -as a matter of fact it couldn't be better, and the CAS Latency numbers look great too! (In short, the lower the CAS latency, the better.)
So, my expectation for your desktop is the same as for my HP EliteDesk 800 G3 SFF, namely that Samsung RAM will do what -in your case PNY, other RAM cannot achieve.
