Why does my 8GB Memory only have 5.92GB usable?
Running AMD Radeon 580 with 4GB GDDR5
Is the Radeon using some of my system memory?
Somthing is requiring or dedicating 2GB of memory, what is it?

As I understand you would like to upgrade the memory on your PC.
I see that you have 8GB ram installed on your PC. Here are the specifications if you wish to upgrade.
Speed: PC4-21300 MB/s and Type: DDR4-2666

I've figured it out, It is the AMD Ryzen 5 2400G Processor (with Vega 11 Embedded Vedio)
This is what is Reserving 2GB of the system 8GB - leaving only 5.92 usable for everyting else.
So, Forz Horizon 4 will not run 100%, not enought memory...
Next Question: Does anyone know how I can control that Reserve Memory Value?

I see from your post you need information and assistance related to Reserve Memory on your HP Desktop PC. No worries, I'll be glad to assist you.
I would personally suggest you go through this support document for - Understanding how Video Memory is used
In this scenario, You can't increase the video memory per-se, but you can allocate more virtual memory for your computer to use.
To do this, click start, right click computer>Properties>advanced system settings>advanced>performance>advanced>(virtual memory)>change>
click custom size and enter the size of hard drive space you would like to allocate to virtual memory. I would recommend and initial size of 10000mb and a maximum size of 20000mb. Click apply and reboot your system.
