Hi, does anybody know if the motherboard that I have (Dorado_4L MV board Rev A) is compatible with the Geforce RTX 3080-3090 TI? And maybe even the 4090?
Also can the mother board support a 1000W Power Supply Unit?

Yes, your OMEN 25L GT12-02xx Gaming desktop fitted with the Dorado_4L MV board Rev A motherboard which is 24-pin ATX power-enabled, is certainly capable to handle a 1,000-watt ATX power supply. You will have to measure its dimensions carefully to make sure that whatever ATX replacement power supply you choose will physically fit (LxHxW) in your computer case.
And as long as an RTX 3080 or beyond will physically fit as well in your case -and your power supply has the necessary PCIe 8(+) -pin power cables to power your card, you are good to go.
With ONE -major- caveat though: a more powerful graphics card will generate (a lot) more heat, so you really should upgrade and even add to your cooling fans. There are plenty of excellent how-to improve airflow instructional videos available on YouTube what to do.
