just bought this computer and it got 8gb of ram running at 3200mhz, I just bought 2x 8gb of ram 3200mhz. Will the ram i ordered run at 3200mhz or 2133mhz. Does the pc support new added ram at 3200mhz or will i have to manually enable it. Does the pc have xmp in bios?

Whether or not your RAM will run at 3200 MHz on your Victus By HP 15L Gaming Desktop PC TG02-0000a (4H508AV) fitted with the Erica8 motherboard (SSID: 89D8), depends on what RAM you purchased.
If you happened to purchase fancy gaming RAM such as Corsair Vengeance or G.SKILL RAM, it will get stuck at 2133 MHz because your desktop does not have XMP access to change these RAM's SPD (default) RAM speed. What ram should i get to run it at 3200 mhz?
It currently got stock ram in it but its 8gb running at 3200mhz.
Can you send me some suggesions on what i could get to get it to 3200 mhz?

Reason I mentioned the Erica8 motherboard (SSID: 89D8), is that according to HP PartSurfer, the product number you provided (4H508AV), these Victus By HP 15L Gaming Desktop PC TG02-0xxx desktops are fitted with that particular motherboard, see: HP PartSurfer.
But either way, the HP Reno2 motherboard (SSID: 89B5) has the very same limitation as the Erica8 motherboard.
Here are the RAM, that according to real-life HP Victus by HP 15L Gaming Desktop TG02-0xxx User benchmarks perform best, and at 3200 MHz:
Samsung M378A1K43EB2-CWE 2x8GB
Micron 8ATF1G64AZ-3G2R1 2x8GB

would this ram work to run on 3200mhz on the computer, I'm looking for a cl16 - 18 ram as cl22 ram wouldnt be very great for gaming. I need cl16 - 18 ram that can run at 2600 - 3200 mhz on the computer.

The Silicon Power "value gaming" RAM you mentioned may have an SPD (default) issue at getting stuck at 2666MHz. I would not go for it. Yes, I know, the Silicon Power RAM is 200 Krona cheaper, but don't go for it.
[EDIT:] I don't think that your statement that cl22 "wouldn't be very great for gaming" is correct. Look at the many HP System Victus by HP 15L Gaming Desktop TG02-0xxx Users who have the Samsung M378A1K43EB2-CWE 2x8GB RAM fitted (also cl22 latency) and are scoring record RAM scores as can be seen here, for example: HP Victus by HP 15L Gaming Desktop TG02-0xxx Performance Results - UserBenchmark.
