All right, I have a couple of questions, then.
Let's go down the checklist together:
1.) Are you using the latest MSI Afterburner version?
2.) Have you tried to run an application or game which actually uses your RX 5500 graphics card? Some Users reported that by running an application and then open MSI Afterburner will un-grey the GPU temp limit.
3.) You probably already tried this, but it must be mentioned: run DDU to remove ALL graphics drivers and reinstall, do the same with MSI Afterburner, reinstall and see if this fixes the issue.
4.) To be honest, especially with HP platforms, it appears that this issue is pretty common with MSI Afterburner. In other words, just like for example I can't OC my i7-7700K on an HP EliteDesk 800 G3 SFF because, well, HP doesn't "support" OC and related 'tweaking' functions.

Issues like yours come up all too frequently in this Forum.
In other words, unfortunately the temp limit most likely stays at #4: "HP doesn't "support" OC and related 'tweaking' functions."
However, I very much welcome any additional feedback or insights from other Users ("expert" or not).
In the meanwhile, rest assured: I research this and other key User issues almost daily. Browsing various User sites and blogs. I will follow up if/when I find out anything that would help you.
Kind Regards,
