Monitor turning on momentarily and then back off is normal behavior and does not indicate a true video signal was received.
This is looking more complicated than a bad GPU as both NonSequitur777 and Prométhée suggested. The Ryzen 7 3700x does not have a graphics when I looked here
You need to verify the card is actually defective and not the power supply or the motherboard. Can you try your video board in someone else's computer to see if it works?
Possibly a fixit shop might test it for you at no charge if you take the card down to them.
