installing a descrete video card will auto disable the onboard intel HD cpu based video
it can take up to 5min for the system to detect the new pci-e card and reboot itself (possibly several times)
most people simply don't wait for the nessary time for the system to complete the nessary reconfiguration
the 8100 is a "Legacy only" bios system it is not UEFI compatable
i have a elitedesk 8300 SFF, and it runs a nvidia gtx1050 low profile video card which is uefi/Legacy bios compatable
Uefi/legacy bios gpus started in the nvidia 7xx series and although they can run on legacy systems as the cards contain code for both UEFI/Legacy based motherboards it will depend on the motherboard's bios
many systems have bios's that contain a bug that prevents the newer UEFI/Legacy video cards from switching from uefi mode to legacy and as these sytems were not under warranty in most cases there were no bios updates by the motherboard makes to resolve this problem however the HP elitedesk 8000 series have bios's that will allow uefi/legacy video cards to work so your 710 card should work however this 710 ddr3 card is actually no faster than the onboard intel video
