I can only hit the F2 button and that takes me to the BIOS. I can only choose Processor, memory test, storage tests, system board tests, keyboard test, or language. They all say passed. Nothing says failed. I can’t get past this screen. Help!!!

On average, HP desktops use the following key combinations at startup:
F1 = Info
F2 = Diagnostics
F9 = Boot Order
F10 = UEFI / BIOS setup.
There are 3 main reasons for these errors.
- Your harddrive is not installed (or is dead). In such case, a dead drive will not even show up.
- Your hdd is installed but there is no bootcode on the harddrive. Massive filesystem failure can do this.
- Your cables are physically damaged or even dirty from corrosion which makes it appear that there is no drive attached to the pc. (very rare).
In your case, your harddrive's data may have been compromised from unexpected power loss, malware, or in a rare case a 3rd party person got physical access to your pc and wiped your harddrive.

As @OneThriftyMan says. If the hard drive is indicated on the F2 testing, what message did the Diagnostics show. A screenshot would be nice.
If the message says the drive has passed, then the boot loader is probably corrupted. That can be fixed this with the Windows install media. The spec page shows Windows 10 installed from HP, so here is the way to make the Windows 10 media
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10 or to repair the startup. Boot to this new media.
If you are repairing - pick the repair this PC from the lower left once the PC that booted to this new media.
