hello ,dead PC

as per HP help page on this all that obvious stuff.

1: AC power not dead reseat the power cable and try newer direct wall AC jack power now

2: the power button what does it do, LED colors or blinks.

3 hold the power button in for 10 seconds and relays runs now?

4 remove all USB devices first, power on now.?

5: monitor dead, is not PC dead test the monitor? yet,  it has its own OSD menu button, Power on mon and hit its menu button under 15 seconds, get mon OSD menu, you must or monitor is dead, or its power LED shows it is.

power the PC first, then after say 30seconds turn on the monitor, see, this.

no signal , no sync, no connections, or out of  range. this the first 3 are dead PC,

tell all things the screen does, this is  first. hearing fans, and monitor on last is best.

all screen logos and words, and power lamps glowing or flashing.
