OS not boot after replacing motherboard

Check the bootable media (USB/dvd) and make sure that works on another computer.

can you access the BIOS?  if not, bring it back to the place where they changed the motherboard.

if you changed it yourself, have a pro double check your work to make sure you reconnected everything
