Can I use the usb-c port on my hp obelisk so I can use the on board graphics on my monitor?

That depends on the model/configuration of your Obelisk. Ideally, your Obelisk should have this specific USB-C port:

 

"USB Type-C Thunderbolt port with HP Sleep and Charge Connects a USB device, provides high-speed data transfer, and charges small devices, even when the computer is off. – and – Connects a display device that has a USB Type-C connector, providing DisplayPort™ output. NOTE: Your computer might also support a Thunderbolt™ docking station."

What I need to know is the exact Obelisk model such as: "OMEN by HP Obelisk Desktop 875-0004ng".

 

Also, to quickly confirm whether or not you have a USB-C Video Enabled port on your PC, look for the trademark Thunderbolt lightning or DisplayPort (DP) symbol next to or near the port or take a look at your PC's technical documentation that came with this PC if you have it.
