As mentioned earlier, it is likely that the 500-watt HP L05757-800 power supply is compatible with your HP Pavilion Gaming - TG01-1414no (1Y8L4EA) desktop.

Again, your HP Pavilion Gaming - TG01-1414no is fitted with a Baker (SSID: 8767) motherboard, and according to Power Supply Cross Reference for specific models - HP Support Community - 7483923, can be upgraded with the 500-watt L05757-800 power supply. No, you cannot upgrade your motherboard -or even if there was a form-fitting motherboard, I would still advise against it -as it would make much more sense to buy a new(er) desktop.

You are clearly willing to invest (some) money in upgrading your PC.
So, let's zoom out for a moment, and let's go for an eagle's flight.
Question One: what are you using your PC for? -If it is gaming, what game(s) are you playing or want to play, and what FPS (frames per second) and graphics performance are you expecting?
Question Two: what is your budget? -Meaning, how much are you willing/able/prepared to spend?

Okay, the problem I have with this 2666 MHz RAM (see: https://www.gskill.com/specification/165/185/1575512111/F4-2666C19D-32GIS-Specification) is that its 'SPD' (default RAM speed) is set at 2666 MHz, while your HP Pavilion Gaming - TG01-1414no with an HP Baker motherboard (SSID: 8767) can actually support up to PC4-23400 that is 2933 MHz RAM speed, and you have no way to increase the G.SKILL's RAM speed from 2666 to 2933 MHz.
Incidentally, the G.SKILL 3200 MHz version (see: https://www.alternate.dk/G-Skill/Aegis-F4-3200C16D-32GIS-hukommelsesmodul-32-GB-2-x-16-GB-DDR4-3200-...) would even be worse, as its SPD is set at only 2133 MHz, with again no way for you to bump it up because that would require BIOS access to XMP, which you most likely don't have.
According to: https://www.userbenchmark.com/System/HP-Pavilion-Gaming-Desktop-TG01-1xxx/195603, only the following RAM on an HP Baker motherboard (SSID: 8767) platform, is running at 2933 MHz RAM speed:
Hynix HMA81GU6DJR8N-XN (2x8GB kit)
Hynix HMA82GU6DJR8N-XN (1x16GB) -for 32GB, you'll need two of these RAM sticks.
Samsung M378A1K43EB2-CWE (2x8GB kit)
Samsung M378A2G43AB3-CWE (1x16GB) -for 32GB, you'll need two of these RAM sticks.
This is because HP computers are known to be very finnicky with regard to RAM and achieving max RAM speed in particular.

All right, here is something else you need to know: according to: Information about Intel® Core™ i5 Desktop Processors, the max RAM speed your Intel i5-10400 can attain is limited to 2666 MHz:
With an Intel Core i7 processor, the limit is 2933 MHz. That means you may want to consider upgrading to an i7-10700 or an i7-10700F.
Second, you said you have a GTX 1650 Super graphics card. A nice GPU for sure, but if you want higher FPS's, you will need a faster GPU. According to: HP Pavilion Gaming - TG01-1414no Product Specifications | HP® Customer Support, your desktop is fitted with a 310-watt stock power supply.
Please note, that according to: https://www.nvidia.com/en-us/geforce/graphics-cards/compare/?section=compare-16, the recommended minimum power supply is supposed to be 350-watt. This means that your current power supply could be the cause of the FPS down throttling you mentioned.
So, back to the 500-watt L05757-800 power supply. You need more power. Once installed, you could consider getting an RTX 2060.
The difference in performance between an RTX 2060 and your GTX 1650 Super is quite significant as you can see here: https://gpu.userbenchmark.com/Compare/Nvidia-RTX-2060-vs-Nvidia-GTX-1650S-Super/4034vs4058.
Hope this was helpful.

Yes, you can indeed. Even up to 2 x 32GB (64GB total) if you so choose, but few really need that much RAM, and it would be pricey.
