I have upgraded my ram but it is running slower than my previous ram. My PC details are as follows;

My previous RAM was the preinstalled one, 16GB 2666mhz, I swapped it out for 32GB 2666mhz, more specifically;
Corsair CMK32GX4M2A2666C16R Vengeance LPX 32 GB (2 x 16 GB) DDR4 2666 MHz C16 XMP 2.0 High Performance Desktop Memory Kit, Red
Since installing the RAM I noticed in task manager that it is running at 2133mhz instead of 2666mhz which was the speed of my previous RAM and the advertised speed of my current RAM, so I went and entered the BIOS, only to find no XMP profile, in fact there was little to no functionality at all, I couldn't really edit or change anything. Further more my BIOS seems different to every other OMEN Obelisk BIOS, I see everyone else with "OMEN setup Utility" whilst I just have a basic blue and white HP BIOS with zero options. I went through every option and found no way to increase my RAMS speed to the default speed of my previous kit.
I then checked "OMEN Gaming HUB" which again was missing 90% of the options other OMEN Obelisk owners have, no Overclocking, no Performance Control, or no Macros controls/tabs/features/options. So I can't increase my RAM speed there either, or change or increase anything really. I deleted and installed numerous times. It changed nothing.
I checked windows, and software was all up to date supposedly, I tried checking for new system firmware updates and it said I'm all up to date, so nothing there.
I checked HP website for software and driver updates, and when entering my product serial number it identified my device but there were zero software or driver options. So no solution there.
I rechecked my BIOS once more and restarted multiple times and still nothing. I checked my motherboard upgrade requirements on HP's site and my RAM is compliant, and I tested the RAM on my other system, and it ran at 2666mhz, so the ram works fine, and the previous RAM as I said ran at 2666mhz, so the motherboard is fine, and they both meet the compatibility requirements, so I don't understand what the problem is?
How can I increase my RAM speed to 2666mhz, and why don't I have all the same functionality as others with my PC?

The reason why your Corsair Vengeance 2666 MHz RAM is stuck at 2133 MHz is because your RAM's SPD (default) speed is set at 2133 MHz:
Unfortunately, it appears that your RAM speed cannot be changed on your desktop. Incidentally, the XMP RAM-speed functionality is not available for anyone with your RAM -or RAM like it, as you can see here, such as this example of an HP OMEN by HP Obelisk Desktop 875-1xxx platform fitted with the "Shire" (SSID: 8509) motherboard:

Why this XMP limitation? Hint: if you look through the performance benchmarks of the UserBenchMark link I provided, you'll see that the majority of OMEN Users use the HP branded Kingston RAM (Kingston HP26D4U9D8ME-16X 2x16GB or 4x16GB).
There are some exceptions, though.
Here are a couple of RAM-picks that will run at 2666 MHz:
Crucial BLS8G4D26BFSTK.8FD 4x8GB
Samsung M378A2K43CB1-CTD 2x16GB
Hynix HMAA2GU6CJR8N-XN 4x16GB
Crucial BL16G26C16U4B.16FD 4x16GB
Mind you, there are likely many more outstanding 2666 MHz RAM options, but these are the ones I found in the first several hundreds of User benchmarks.
