Im running this setup: https://support.hp.com/lv-en/document/c07209418
https://support.hp.com/lv-en/document/c07056168 (Motherboard)
And by comparing the performance to other users with the same setup (cpu, ram and gpu), im getting 40/50 less fps in Battlefield 2042, and 400points lower score on cinabench for the i7-11700F. I know some motherboards have a power limiter, and therefore im wondering if this motherboard has it, that makes the pc perform worse due to lack of power.
Since this BIOS is very limited in customatization I can't check myself. Did some tests with AIDA64 and got these results:

https://gyazo.com/c0fee30321f2958c6d1f96e55fe7629e
(this test was done with the Omen Gaming Hub in "performance" mode)
or maybe it might be a PSU issue? Since i've upgraded the pc with 5 more fans + aio cooler.
I can't see any other options why my performance should be so much worse

Dear PlumboPelle, as a fellow forum member, I would like to give this a try as if it was my own issue to resolve.
Just to be clear, I assume your rig has these components installed:
1.) CPU: Intel i7-11700F
2.) GPU: NVIDIA GeForce RTX 3080 8GB
3.) RAM: 16 GB of DDR4-3200 PC4-25600
Please download and run the UserBenchMark [dot] com FREE performance download and run it. -Before you run this, please clear all PC caches (I'd strongly recommend the FREE CCleaner utility) and access your Windows Task Manager and use "End Task" to ALL non-essential processes, such as "Adobe Acrobat Update Service", any Gaming-related software such as "Steam", AND CCleaner, etc. but of course not any GPU related software. Speaking of which: make sure your NVIDIA GeForce software is up to date with the most recent software upgrade.
UserBenchMark will probably generate your Omen 25L report here: UserBenchmark: HP OMEN 25L Desktop GT11-1xxx Compatible Components
Now, please compare your result with this rig -which has the same components as yours (except it has an RTX 3070): https://www.userbenchmark.com/UserRun/45781163
How did you do? -This would be a great starting point/baseline to commence a discussion.
