This is a huge problem from HP.
HP's Technician not aware or accepted the problem of OEM RTX2080. A lot of consumer had same issued that GPU not detected from Windows when they try to graphic card driver via Nivida or Windows update.
They have no knowledge the problem was a common issued and not recall all GPU from customer. As I knew manufacturer or HP had defected RTX2080 sold to vendor after failed from QC check or dead to eBay. Consumer spend more money for same spec. of computer for the brand name and service?

As per HP highly recommend, No personal information will be answer from any site to prevent "Spam".
If you like to answer this problem to help all HP's customer so they all getting help.
If you are not HP technician or support team, I won't answer anything about my personal info.

The only reason i asked for the details was to escalate your concerns to the appropriate team based on your country / region

I suggest you contact HP Support directly
1) Click on this link - www.hp.com/contacthp/
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6) Fill the web-form and proceed further.
