HP Pavilion 23" TouchSmart

Hello, the optical drive in my HP Pavilion 23" TouchSmart is not functioning properly. In the device manager it says that it is the result of the conifguration in the registry being incomplete or damaged (code 19 error), but i can not solve the issue. i have tried solving it by checking for driver updates and by checking for upper and lower filters using regedit but neither of those were present. i can not find any other possible solutions anywhere. thanks for the help.
