overclocking 4.20 gigahertz Intel Core i7-7700K on HP 870-210se 1.04
In the BIOS, it has a dedicated section for Overclocking labeled Overclocking. I got in, and it shows the first processor at 45 and the rest at 44. I know I can Overclock with Intel's Extreme Tuning Utility without going over 1.4 volts. It runs up to 90 degrees C at a full-out CPU benchmark using the Intel utility. It has liquid cooling. I can't get the Overclocking section in the BIOS to change anything. It shows that it is enabled, and I can change the numbers, but it changes back when I move to the next number. What is the ceiling temperature for this CPU with this cooling? How can I get the Overclocking in the BIOS to work?

The base speed is 4.2
With a bus speed of 100mhz, the 45 multiplier gives 4.5ghz so you are already overclocking IMHO

I suspect HP, Dell, etc have disabled any overclocking capability beyond top turbo speed.
