Is that a BIOS restriction? Can BIOS be upgraded to support NVMe?

Allow me to welcome you to the HP forums!
In answer to your question -- most likely, NOT.
Your PC came in two models, one with Win7 preinstalled and one with Win8 preinstalled.
The Win7 version has two BIOS updates posted on the HP site: https://support.hp.com/us-en/drivers/selfservice/hp-pavilion-p6700-desktop-pc-series/5035348/model/5...
Each one of these is for a different model motherboard -- but both were back in the 2011/2012 timeframe -- long before NVMe drives became popular. And, neither mentions any update to handle those drives.
Wht Win8 version has no BIOS updates posted.
