There is no driver installed for PCI Encryption/Decryption Controller. When I do a search for it, it wants me to install n purchase a driver install program. Does anyone know where I can get the item I need without paying for something I may never use again? Any elp would be gratefully appreciated.

I can give you the driver for free, but I need to know the full model number or product number of your PC.
23-g28 is an incomplete model number.
The product number can be found on the same label as the serial number.
Please do not post the serial number.
Also, do you need the driver for W8 or W8.1?
In the subject, you list W8.1 and in your tag, you list W8.
The driver will be different based on operating system.

Yes, the information you provided is great.
I have zipped up and attached below, the W8.1 driver you need for that device.
Download and unzip the file to its folder. Do not do anything with the files in the folder.
Go to the device manager, click on the PCI E/D Controller needing the driver.
Click on the driver tab. Click on Update Driver.
Select the Browse my computer for driver software option and browse to the driver folder you unzipped.
Make sure the Include Subfolders box is checked, and the driver should install.
Then restart the PC.
